Governments have very significant role to play in the development process and promotion of appropriate conditions, which would lend dynamism to the national effort. In a developing country like India both the Central Government and the State Governments would need to ensure that the, administrative machinery is sensitive to the dynamics of development and responsive to the socioeconomic aspirations of its citizens. A conscious policy for the development of human resource available to the Governments would require to be fostered for meeting the challenges of development - social, economic and political. Training is one of the effective and tested tools for performance enhancement, as well as upgradation of knowledge and skills of the personnel. Organisational motivation and morale, as reflected in the attitudes and administrative culture, are rendered relevant and sharply focussed through effective training programmes. Sensitivity to emerging political and social concerns, modernity in thinking and re-orientation of administrative systems would require specifically focussed training programmes to enable their diffusion throughout the administrative structure.
