Framework of Training

  1. Mainly following categories of trainings shall be conducted by the Directorate of Training:
    1. Classroom/Orientation Training for IAS Probationers of AGMUT Cadre.
    2. Foundation training for officers of the Delhi, Andaman & Nicobar and Lakshadweep Islands Civil Services (DANICS) at the time of entry into service.
    3. Training for officers of DANICS Cadre promoted from JAG I to JAG II.
    4. Training for officers promoted to DANICS.
    5. Foundation training to Grade II and Grade IV officials of Delhi AdministrationSubordinate Services (DASS).
    6. In-service training for officials /officers in Pay Band I, II, III andIV.
    7. Trainings sponsored by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pension, and also those sponsored by other Ministries/ Organizations.
  2. For above categories of training following system/arrangement shall be followed:
    1. The Directorate of Training shall conceive/frame training programmes for upgradation of knowledge, skills, attitudes and performance of all categories of officials/officers of the GNCTD.Calendar of Training programmes shall be finalized and circulated latest by 1stMarch every year.
    2. Administrative Secretaries of all departments of the GNCTD shall identify suitable and sufficiently senior officer (preferably Addl. Secretary, Addl. Director level) in their respective departments to function as Nodal Officer for training of employees/staff posted/working under them. Names of Nodal Officers shall be forwarded to the Directorate of Training by 1stApril 2010 and thereafter, whenever there is any change.
    3. In consultation with the HOD, the Nodal Officer shall conduct training need analysis of his/her department, preferably, every three years.The department may also engage services of reputed private organizations for conducting the training need analyses.Based on the analysis, the HOD/ the Nodal officer shall nominate staff for training in the Directorate of Training.
    4. The Nodal officer shall also, in consultation with the HOD, forward to the Directorate of Training, nominations for the courses, individual officials/officers express willingness for.
    5. The Nodal officer shall also be responsible for briefing or training, as the case may be, of officers transferred to his department.
    6. To cater to the training needs and also for wider choice to the trainees the Directorate of Training shall conceive and design various training courses.These shall include training courses on functional efficiency, managerial competence, good governance, personality development and general awareness.
    7. The Directorate of Training shall also conduct courses specially for the Nodal Officers on ‘Training Need Analysis’.These may be conducted twice a year on six monthly basis starting from 2010 onwards. Till such time system of Nodal Officer is functional existing practice of nomination for various training courses shall continue.
    8. Each official working in the Pay Band I shall, in a period of every five years (from April 2010 onwards), have to undergo, in the Directorate of Training, at least one training out of various courses on basic functional efficiency.
    9. Each official working in the Pay Band II shall, in a period of every five years (from April 2010 onwards), undergo, in the Directorate of Training, at least one training out of various courses on basic functional efficiency or on basic managerial competence, alternatively.
    10. Each official working in the Pay Band III shall, in a period of every five years (from April 2010 onwards), undergo in the Directorate of Training, at least one training out of various courses on basic managerial competence or ongood governance, alternatively.
    11. Eachofficer workingin thePay Band IV( uptogradepayof
    12. Rs. 8700) shall, in a period of every five years, undergo, in the Directorate of Training, complete package of courses on good-governance.
    13. In addition to above, officials/officers in each of the above Pay Bands may also choose to undergo trainings in other courses according to their interests, aptitude and liking.
    14. The Services Department may consider issuing a circular to all HODs requesting them to ensure that while writing ACRs, Reporting and Reviewing Officers should make special reference to the details of the trainings attended by the officials/officers in the Directorate of Training.
    15. The Services Department may also consider incorporating a separate column in the ACR format of DASS officers for inclusion of information relating to the trainings attended by the officer during the ACR period/year.
    16. Six weeks classroom trainings for the IAS officer trainees and the foundation training for officers of DANICS Cadre shall be residential on the existing pattern.Depending on the availability of resources/accommodation etc., other foundation trainings may also be made residential in course of time.Expenses for breakfast, lunch and dinner for residential/non-residential foundation /induction training shall be borne by the trainees themselves.
    17. Expenses towards tea, snacks and lunch for officials /officers nominated for refresher/orientation courses shall be borne by the Directorate of Training.Similarly, expenses towards workshops, seminars and panel discussions shall also be borne by the Directorate of Training.
    18. The Directorate of Training shall empanel and engage best faculty for lectures/trainings.Faculty shall, consist of subject/course experts and serving officers from within and outside Delhi.Appropriate guidelines for empanelment of the faculty, honorarium/remuneration, boarding, lodging and transportation shall be framed by the Directorate.
    19. Serving officers of GNCTD empanelled as visiting faculties shall accord priority to Training.
    20. The Directorate shall also ensure that appropriate mix of training methods (presentations, case studies, lecture methods, questionnaires, exercises etc.) is adopted by the faculty /trainers for each course.Handouts and appropriate reading material alongwith list of reference books on course subjects shall also be arranged by them.
    21. The Directorate of Training may also circulate training calendar in other states, Union Territories and Central Government bodies.Hostel facilities to officers from other states may be provided.Directorate may charge nominal fee from such participants.The fee may be subject to review at suitable intervals.
    22. To make the trainings broad-based and meaningful in context of Government’s objectives and vision of good governance, the Directorate of Training shall also seek participation of Resident Welfare Associations, citizen groups, NGOs etc. for relevant training courses.
    23. The Directorate of Training shall maintain data of all trainees in an appropriate format. It shall also evaluate the trainings through a suitable mechanism and modify design of the training programmes.
    24. With a view to encouraging and sustaining academic interest of the officials/officers of the GNCTD, the Directorate shall publish a newsletter, with appropriate periodicity, seeking contribution of articles on various topics from willing officers.Topics may cover good practices, new initiatives, success stories, subjects of general interests etc.In addition, an annual report on activities conducted during the year shall also be prepared by the Directorate of Training.
    25. The Directorate shall prepare a half yearly report on all trainings/activities conducted during each half and place before the Training Review and Coordination Committee alongwith a statement of expenditure on trainings and details of budgetary provisions.
