The Training are meaningless if the trainers are identified arbitarilily.The policy of empanelment of faculty is to do away with the adhoc system of identification .At the same time to bring transparencyin the process of identification of faculty.
Following norms shall be followed in identifying faculty for training courses.
| 1 | There shall be list of Master Trainers and Recognized Trainers of Department of Personnel and Training, Ministry of Personnel ,Public Grievances andPensions |
| 2 | There shall be a list of those serving officers of the Government of NCT of Delhi who are known to have expertise in particular area of administration andhave the flair and willingness for imparting training. |
| 3 | There shall be a separate list of retired IAS/DANICS officers known for the knowledge and experience and integrity. |
| 4 | There shall also be a list of subject experts working in other State Training Institutes, Universities /Colleges. |
| 5 | For each refresher/orientation course , there shall be separate list of faculty. If a particular list of faculty has the expertise to impart training more than onesubject his/her nameshall be included in the course wise list |
| 6 | At least 6 persons for courses of one day duration, 8 persons of courses for 2 day duration and 10 person for courses of three day duration may be identifiedso that the Directorate may have comfortable reserve with it to meet out equirement of emergency situations. As far as possible there shall be an appropriatemix of faculty to ensure theoratical as well as practical /field knowledge to the trainees. |
| 7 | Empanelment may be initially for a period of one training year, which shall be extended for another one year depending on the feedback by the trainees andalso course coordinators |
| 8 | There shall be an Empanelment Committee which would decide objective criteria for inclusion and continuation of faculty in the Panel. |
| 9 | The empanelment Committee would be consisting of - i) Director/Additional Director (Training) ii) Additional Secretary/Joint Secretary , Services and iii) all Course coordinators, Directrorate of Training |
| 10 | The Empanelment Committee would decide objective criterea for - a. inclusion of the faculty in panel b. continuation of faculty in the panel, based on feedback and c. periodical review of the panel |
| 11 | Identification of faculty for individual course would strictly be from the panel and in no case faculty from outside the panel would be invited. |
| 12 | There would be a system of rotating the faculty from reserve list and repetition would strictly be based on feedback. |
