Union Territories Civil Services (UTCS) 
The Directorate of Training, UTCS, GNCT of Delhi successfully organised a five-day residential capacity-building programme at the Goa Institute of Public Administration and Rural Development (GIPARD), Goa, for officers of various departments of GNCTD. The programme combined thematic classroom sessions with exposure visits to key institutions, infrastructure projects, and community-led initiatives, enabling participants to understand governance best practices and innovative models adopted by the Government of Goa. Interactive discussions, field learning, and peer exchange enriched the overall experience. The programme was highly appreciated by participants for its academic depth, practical exposure, and excellent coordination, and it is expected to contribute positively to improve administrative effectiveness and service delivery.
