The Working Group was set-up in terms of O.M. of Department of Personnel and Training dated 22nd July, 1993, with a view to identify training objectives so as to balance knowledge and skills with required attituditional changes. The group consisted of following:-

The Working Group held 5 meetings. The Working Group also had interaction with representatives of the State Governments and various Central Ministries, with a view to elicit information on the current status on training arrangements, as also opinions of these organisations on their perception of a National Training Policy. The Report of the Working Group has since been finalised and is placed below. The Working Group has also prepared a Draft Resolution on the National Training Policy which is presented as Volume 11 of this document. (Not included as part of the Report). I would like to extend my heart felt thanks to the Members of the Working Group for their most valuable contribution to the deliberations of the Group through a large number of constructive and practical suggestions. Thanks are also due to the Indian Institute of Public administration, New Delhi and Haryana Institute of Public Administration, Gurgaon/Government of Haryana for their support in organising the Workshops with the Central Ministries/State Governments. The support extended by Lal Bahadur Shastri National Academy of Administration, Mussoorie by way of preparing a general paper on the training issues and environment as also in the matter of providing logistical assistance in preparation of the Report are also gratefully acknowledged.
